Carrie Blackburn Riley is a 1990 graduate of Washington College and a 1993 graduate of the University of Baltimore School of Law. She is admitted to practice by the Maryland Court of Appeals, the District of Columbia Court of Appeals, the United States District Court for the District of Maryland, the District of Columbia, and the United States Court of Appeals for the Fourth Circuit.


She is a Martindale-Hubbell AV-Preeminent® Peer rated Attorney.
